Armenian Lawyers’ Association is an NGO with a mission to develop a new generation of highly professional lawyers, having a modern outlook and moral values, as well as to promote the establishment of rule of law, and formation of the legal culture in the society. The objectives of the Association are:
- Increase public awareness and protect human rights, fundamental freedoms and legal interests.
- Improve and develop the legal profession and norms of ethics.
- Reduce the corruption risks in the activities of the governmental bodies providing public services including the law authorities; ensure transparency and accountability through empowerment of the citizens, implementation of participatory and public monitoring activities
Since 15 December 2016, the “Armenian Lawyers’ Association” NGO and the partner organizations “International Center for Human Development” NGO, “SME Cooperation Association” NGO, “Union of Communities of Armenia”, “Armenian Centre for Democratic Education-CIVITAS” NGO and “Agora Central Europe” NGO are implementing the “Commitment to Constructive Dialogue” project (hereinafter “Project”) funded by the European Union. The overall objective of the Action is to enhance the influence of CSOs on the public policy process, and the specific objectives are to strengthen the ability of CSOs to build coalitions and to strengthen the ability of CSOs to focus on constructive and strategic policy engagement with local and central government partners.
The Armenian Lawyers’ Association announces a tender for the position of the International Expert of “Commitment to Constructive Dialogue” project funded by the European Union.
Responsibilities:
The EU expert will be engaged mainly on the provision of advice on EU best practice. This will take the form of written papers and input into the policy papers prepared for nine reform areas. It will involve summarising best practice and identifying areas where it is particularly relevant to the Armenian context (72 days). The expert will also advise on the provision of online information on EU policy and best practice, identifying relevant documents which set out EU policy in the reform areas, as well as reports and research which can be useful for Armenian CSOs engaged in those areas (20 days). Further, the expert will present EU best practice at various seminars and at working group meetings on behalf of the coalitions (25 days). He/she will also be a member of the sub-grants committee, bringing an EU perspective to evaluation of CSOs’ project proposals (12 days). In addition, the expert will provide assistance during the inception period, advising on best practice as regards sustainability and assisting with designing and reviewing the CSO and donor mapping process (9 days).
Minimum Requirements:
A minimum of 5 years of international expert experience in the sphere of CSO development, as well as 5 years experience in advising on public sector reforms, including in at least 2 of the following: justice, business and education; demonstrated ability to engage in other reform areas; corresponding experience in carrying out research and analysis of legislative and procedural reforms; experience and skills of compiling and submission of reports; ability to conduct trainings in various fields; proficiency in the English language. Previous work experience in the Republic of Armenia as an international expert on CSO development issues and public sector reforms is strongly desirable; knowledge of Armenian and/or Russian languages is considered as an advantage.
The Client will sign a contract for services with the winner of the tender.
