Мonitoring of the National Strategy for the Protection of Human Rights and the Action Plan for its implementation, which is carried out within the framework of the “Promoting Direct Democracy for Strengthening Human Rights in Armenia” project, is currently in the stage of the field work. According to the methodology of monitoring of the action plan, at this stage of the research, information inquiries about the national strategy and the work carried out on the various directions of the action plan arising from it were submitted to the competent state bodies. The competent authorities were informed of the forthcoming actions envisaged within the framework of the study, and preliminary agreements on those actions were reached.
At the moment, answers to information inquiries have been received from two state bodies, the RA Ministry of Justice and the State Revenue Committee. Answers are expected from 9 other state agencies. Online focus group discussions and in-depth interviews with representatives of relevant government agencies are also planned in the near future, as a result of which a monitoring report will be compiled. The competent authorities will also be provided with a package of proposals aimed at improving the implementation of the National Strategy and the protection of human rights in the country as a whole.
It should be reminded that the “Promoting Direct Democracy for Strengthening Human Rights in Armenia” project is implemented in the framework of the “Eastern Partnership Civil Society Facility” project funded by the European Union. It aims, among other things, to conduct the monitoring of the Action Plan of the National Strategy for the Protection of Human Rights, as well as to inform the public at large, citizens and other stakeholders about the results of the monitoring.
In the first stage of the project, three online seminars-public discussions were held involving key stakeholders, CSOs and sectoral representatives from the three regions of Armenia: Lori, Shirak and Syunik and the capital city Yerevan, and the parties responsible for the implementation of the Action Plan. The methodology for the monitoring of the Action Plan has been developed.
