On June 24, 2025, the presentation of the EU-Armenia Civil Society Platform’s 2024 report on the progress of CEPA implementation took place in Yerevan.
The event was opened with welcoming remarks by RA Deputy Prime Minister Mher Grigoryan, Head of the EU Delegation to Armenia, Ambassador Vasilis Maragos, Co-Chair of the EU-Armenia Civil Society Platform from the European side Simo Tiainen (online), and Co-Chair of the EU-Armenia Civil Society Platform from the Armenian side, President of the “Europe Right Union” NGO Lusine Hakobyan. The welcoming remarks were followed by presentations of the report by Platform members.
Syuzanna Solomonyan, representative of the Armenian Lawyers’ Association and Platform member, presented the progress of anti-corruption sector reforms. According to her, certain progress has been recorded in the prevention area through the development of CPC’s digital statistics, expansion of the declaration system, and improvement of political party financing regulations. Nevertheless, problems remain with ensuring CPC independence, including transparency in member selection, as well as with the publicity of integrity conclusions and the gift registration system.
In the enforcement direction, important achievements include the staffing of the Anti-Corruption Committee and the establishment of specialized courts. At the same time, fundamental issues continue to remain regarding the committee’s independence and the reform of the institute of confiscation of property of illegal origin. Important progress has also been recorded in the whistleblowing area, where efforts of state bodies, international organizations, and specialized CSOs were consolidated.
Certain work has been carried out in the field of anti-corruption education through the introduction of ethics programs in preschool and general education institutions, retraining of educators, and development of relevant courses in higher education institutions. However, a system for evaluating the effectiveness of educational programs and public communication programs are still lacking.
In her speech, Syuzanna Solomonyan also referred to the assessments given to Armenia by international specialized organizations in the aforementioned directions.
