The “Armenian Lawyers’ Association” NGO (ALA), in cooperation with the CSO Anti-Corruption Coalition of Armenia, has conducted public monitoring of the annual implementation of the Anti-Corruption Strategy of the Republic of Armenia and its Implementation Program for 2023-2026 during the years 2023-2024.

Within the framework of the monitoring process, online focus group discussions were organized with key stakeholders, including implementers of the action program, civil society organizations, and experts. Through the application of qualitative and quantitative methods, comprehensive information was collected regarding the progress of implementing the strategy’s action programs, resulting in two-level assessments: procedural (quantitative) and impact level (qualitative). The assessments conducted according to the methodology developed by the monitoring group are presented below.

The procedural (quantitative) assessment was carried out using the following two formulas:

  1. Using the percentage ratio method of fully completed actions relative to the total number of actions, which resulted in a procedural (quantitative) assessment indicator օf 30.43% for 2023-2024.
  2. Using the weighted average method of the variation series, which resulted in a procedural (quantitative) assessment indicator of 64.13% for 2023-2024․

For the purpose of impact level (qualitative) assessment, 7 actions were evaluated according to criteria developed by the methodology, the implementation of which was assessed as incompletely realized.

As a result of the public monitoring, a draft report was compiled, which was sent to all state bodies implementing and co-implementing the strategy and other interested institutions for the purpose of receiving suggestions and observations regarding the draft. As a result, summarizing the received suggestions and observations, the final version of the report was developed.

We hereby present to your attention the Armenian version of the report on the results of monitoring the annual implementation for 2023-2024 of the Action Plan for implementation of the Anti-Corruption Strategy of the Republic of Armenia for 2023-2026. (The English version will be available soon.)
