The newly created constitutional reform commission has no mandate from the government to create a concrete concept and is free to act. A group of representatives of the NA factions and lawyers should draft a new package of reforms, which should be put to a referendum. Transitional Justice, Vetting, CC Crisis: these are all issues that require a package solution through constitutional reform. The constitution needs fundamental changes, but whether the government wants it or will it go through cosmetic changes is still a question. One thing is clear: the people, unlike in case of previous constitutions, must be the best aware of what is changing and what it will give them.
