Anti-Corruption School for Young Leaders discussed Corruption Risks in the Procurement Field

During the regular lesson at the participants of the Anti-Corruption School for Young Leaders, discussed corruption risks in the procurement field.
Mariam Zadoyan, an expert at CSO Anti-Corruption Coalition of Armenian, presented the information on who can be the public procurement contractor, what procedures they are implemented, and what corruption risks exist in the field.

The expert noted that the main risks in the field are:

  • Definitions in the technical specifications for a specific business;
  • Shortcomings in the Unified Procurement Catalog – artificially divide into several lots and one-person purchase formulating;
  • Only formal existence of the responsible unit and the evaluation committee;
  • Low level of awareness of business entities.

Mariam Zadoyan also introduced the BizProtect platform, which aims to:

  • Strengthen public-private dialogue and the impact of SMEs on policies in this field;
  • Enhance membership based business organizations by recruiting new members and providing new quality services to members;
  • Develop an innovative web tool for analyzing key legal acts that hinder to collation of information and development of business.

Small and medium business organizations can submit their questions to the BizProtect anonymously reporting alleged violations of procurement procedures, which in turn raises the issue with the Authorized Body.

The school students passed a test to assess their knowledge.
