On 18 July, the students of the Anti-Corruption School for Young Leaders hosted the lecturer Suren Krmoyan, the former Deputy Minister of Justice, the Current Adviser to Deputy Prime Minister Tigran Avinyan.
Mr. Suren Krmoyan presented electronic management tools in the context of the fight against corruption.
Draft legal acts developed by the RA Ministries are placed on the Unified Website for Publication of Legal Acts’ Drafts. The site provides opportunity to get acquainted with the drafts, search for the drafts and follow up: get acquainted with the submitted proposals and in case of registering on the website, submit suggestions, get acquainted with the summary list of the proposals to the draft, accepted recommendations or justification in case of non-acceptance.
The students raised the issue that the draft laws and subordinate legislation acts submitted by the NA deputies are not published on this platform for public discussion. In addition, according to the “The Law on Normative Legal Acts” in case of non-compliance with the public discussion deadlines provided by the Law, the state body is not called to liability.
A quick response hotline has been created by the Ministry of Justice of the Republic of Armenia to respond more quickly to problems, complaints and requests raised by the citizens, organizations and other stakeholders.

By means of a unified electronic platform for reporting, in accordance with the “Law on the Whistleblowing System”, the reporting person can provide anonymous information about the corruption case. The unified electronic platform, in the person of the Ministry of Justice, guarantees the protection of the reporting person, ensuring his/her anonymity.
The site was launched this year on 21May.
Article 13 § 2 of the UN Convention against Corruption, states “Each State Party shall take appropriate measures to ensure that the relevant anti-corruption bodies referred to in this Convention are known to the public and shall provide access to such bodies, where appropriate, for the reporting, including anonymously, of any incidents that may be considered to constitute an offence established in accordance with this Convention.” Visitors to the platform are given the opportunity to select the preferably anonymous or open option, fill in the relevant information in the appropriate fields, attach electronic content related to the report, verify the report and submit it to the system’s report management module.
Notably, the Armenian Lawyers’ Association and the CSOs Anti-Corruption Coalition of Armenia have been the initiators for the introduction of the Whistleblowing Institute in Armenia.
The Adviser to Deputy Prime Minister also spoke about E-register.am, e-notary.am, e-apostille.am and other online platforms.
“These platforms reduce corruption risks in different government agencies. The whistleblowing system was the last one that was launched and we hope that it will succeed and citizens will report through it,” Suren Krmoyan said.
During the lesson, Suren Krmoyan also answered the questions of the students of the Anti-Corruption School.
