Methods and Stages of Struggle against Corruption: The Anti-Corruption School for Young Leaders hosted Marat Atovmyan

During the regular lecture of the Anti-Corruption School for Young Leaders, the participants discussed the stages of the fight against corruption and methods of struggle.

Marat Atovmyan, Anti-Corruption Expert, member of the Armenian Lawyers’ Association, presented the three stages of the fight against corruption.

  • Phase 1 (1989-1995) removal of taboos, 
  • Phase 2 (1996-2003) adoption of international standards, 
  • Phase 3 (since 2003) application of international norms at the national level.

According to Marat Atovmyan, the political will, the improvement of legislation, raising awareness, improvement of the social situation and a number of other factors play an important role in the fight against corruption.

“One of the important steps which already has taken place was the criminalization of illicit enrichment, as well as the establishment of the whistleblowing system. Protection of the persons reporting through azdarar.am is crucial for institutional reforms, anti-corruption education and the formation of anti-corruption mentality in society,” the speaker said.

Marat Atovmyan also mentioned 7 methods of anti-corruption fight.

  • External / public control.
