- Historical Overview
The Armenian Young Lawyers Association” NGO (AYLA) was founded in 1995 having the aim to join the efforts of the members and supporters of the organization as well as of the new generation of the lawyers to promote to the establishment of Armenia as a sovereign, democratic, legal and social state. The organization was founded by a group of the students of the faculty of law of the Yerevan State University and young lawyers. Most of them are still among the members of AYLA and take part in the organization’s activities. During its existence the organization has implemented a great number of different projects and activities, which comply with its mission and has served to several thousand beneficiaries.
The organization has paid much attention to the establishment of its regional branches in the provinces. Currently eight offices of AYLA operate in Yerevan (the Central Office and the Office of Yerevan Province), AYLA branch office of Shirak province in Gyumri, AYLA branch office of Lori province in Vanadzor, AYLA branch office of Tavush province in Ijevan, AYLA branch office of Gegharkunik province in Gavar, AYLA branch office of Syunik province in Kapan, and Goris regional office of AYLA branch office in Syunik province.
The number of AYLA full and associate members, as well as volunteers is about 300. The organization has undertaken prompt actions for strengthening of its material and technical basis, as well as for the extension of provided services.
Currently the organization’s offices possess computers and other necessary technical equipment, as well as legal literature, computer software program of Armenian legislation, and other necessary office equipment. The organization has purchased own office spaces in Yerevan (for the Central Office and Yerevan branch office), as well as for the offices in Kapan, Gyumri and Vanadzor.
The AYLA has expanded its ties with international and foreign organizations. The organization is a member of European Young Bar Association since 1998 and cooperates with its member organizations from different countries. The Armenian Young Lawyers Association actively cooperates with the international organizations, which work in Armenia. The organization has actively cooperated or is cooperating with international organizations such as: Dutch Interchurch Organization for Development Co-operation (ICCO), Eurasia Foundation, Dutch Charitable Organization “Cordaid”, Great Britain’s Department for International Development (DFID), OSCE Armenian Office, European Council, German GTZ organization, “Chemonics International” Inc. (US) Armenian Office, IFES, PriceWaterHouseCoopers, Armenian Office of American Bar Association Central European and Eurasian Law Initiative (ABA CEELI), UNDP, United Nations High Commissioner for Refugees (UNHCR) and others. AYLA cooperates with local law organizations such as the Law Foundation of Armenia, “LEGAL ALLIANCE” Law Firm, and Chamber of Advocates of the RA, as well as with the National Assembly, the Constitutional Court, the Ministry of Justice, and the Ministry of Labor and Social Affairs of the Republic of Armenia. The organization cooperates with regional and local self-governance bodies, different NGOs and Mass Media as well.
- Problem Analysis
In the period of 2 June – 21 July 2003, the Armenian Young Lawyers Association elaborated the long term Strategic Plan for 2004-2006, with the support of Ms Maria Hovumyan, Institution Building Advisor of the Armenian office of American Bar Association Central European & Eurasian Law Initiative (ABA/CEELI).
The Strategic Planning was aimed to reveal the answers to the following questions: Which is the organization’s main mission? Why does the organization exist? Which are its main values and leading principals? What are the organizations possibilities? How to reveal and prevent the future possible threats? And to decide the action plan, which should be adopted for the coming years.
On 23 and 24 February 2007 (AYLA) organized a two days seminar for self-assessment and working out of the AYLA 2007-2010 Strategic Plan. The participants discussed, analyzed and assessed the AYLA’s strategic goals and directions for 2004-2006.
During the first day the participants referred to and discussed the AYLA activities carried out during the past three years (2004-2006) and the obtained achievements (Please see: AYLA realized activities for 2005 at www.ayla.am).
Aimed at revision of the Strategic Plan the participants analyzed strategic goals 1, 2, 3 and 4 respectively.
In particular:
Referring to Strategic Goal 1: Raising the level of legal consciousness of the population and protection of the legal rights and interest, the participants mentioned the following main problems:
- AYLA’s weak system for operational response referring to the human rights including the violations of human rights.
- Absence of distinct (clear) indicators for evaluation of the efficiency of AYLA activities on the protection of human rights and raising the legal awareness.
- Nearly total absence of the activities aimed at the protection of human rights and raising legal awareness in the remote rural communities.
- Absence of efficient mechanisms for raising legal awareness and protection of the rights of women, children and journalists.
- Insufficiency of corresponding means for raising the legal awareness of the public and revealing the corruption risks, including insufficiency of the advocacy means.
- Weak tool for feedback.
The participants suggested the following solutions for the mentioned problems:
- Expand the Strategic Goal 1 rename it and read in the following wording, “Raising the level of legal consciousness of the population, protection of the legal rights and interests of individuals.”
- Expand the Strategic Objective 1.1 and read in the following wording, “Provide free legal assistance to the socially vulnerable (insolvent) people and the individuals with limited access to legal assistance.”
- Expand the Strategic Objective 1.2 and read in the following wording, “Dissemination of legal information among the population and the civil society institutes by accessible means.”
- In place of the former Strategic Objective 1.3 add new Objective 1.3 in the following wording, “Publication of the Monthly newspaper covering the Human Rights.”
- In place of the former Strategic Objective 1.4 add new Objective 1.4 in the following wording, “Publicizing the success stories on the protection of human rights.”
- Publicizing the results of the activities in the sphere of the protection of human rights, including introduction to the public attention the success stories (by means of films, booklets, publications in mass media, presentations, or by other means).
- Organizations of site visits of the AYLA lawyers and foundation of resource centers in the remote rural communities.
- Dissemination of information on the rights of journalists, women and children, gender equality, struggle against trafficking through the information leaflets, booklets, publications in mass media, seminars and other means.
- Based on the statistics of the analysis of the questions raised by the visitors to the AYLA offices, their applications, complaints, as well as the corruption risks and the raised problems publication and dissemination of legal information leaflets, organization and broadcast of radio and TV programs, publication of regional monthly newsletter, which covers the human rights issues.
- Introduction of the PRO Bono institute.
- Development of the law firm with AYLA’s participation during the forthcoming 4 years, which will be an alternative financing mean.
- The former Objective 1.3: Provide free legal services to the population using the new methods, may be considered as solved, because AYLA intensively uses internet in its everyday activities, as a mean for providing legal consultancy. At the same time the project of Public Awareness Seminars may be considered as a successfully tested, which has achieved a certain phase (level), because currently it is realized (totally) through the volunteers. Regarding to free of charge provision and installment of computer software program of Armenian legislation in Internet, this also has been solved, yet by the Republic of Armenia Government by means of the loan provided by the World Bank.
- The former Objective 1.4: Publication of legal periodical is moved and considered as an objective of Goal 3.
During the reporting period AYLA has carried out the following activities aimed at realization of the Strategic Goal 1: the organization provided free legal services to about 15000 people; the AYLA lawyers conducted about 100 court cases of the organization’s clients; AYLA published and disseminated among the population more than 100 titles of information leaflets, which covered different spheres of the Legislation of the Republic of Armenia, and organized about 500 seminars on raising legal awareness and about 8000 people attended these seminars.
In result of SWOT analysis the working groups distinguished the following:

Referring Strategic Goal 2: Development of professional skills and adjacent abilities of the new generation of young lawyers, advocates and the law students: the participants mentioned the following problems, which need solution:
- Satisfactory level of the professional knowledge of the young lawyers and their involvement in Pro Bono activities.
- Inadequate (unsatisfactory) technical level of AYLA (building computer equipment, vehicles, information and other resources).
- Law level of regional and international cooperation.
- Weak tool for feedback.
- Absence of own office spaces in three regional branches of AYLA.
- Outdated (worn out) technical and informational resources of AYLA.
- Dependence of the AYLA regional offices from the Central Office.
The participants suggested the following solutions for the mentioned problems:
- Expand the strategic objective 2.1 and read it in the following wording, “Organization of activities aimed at the development of skills and abilities of the new generation of young lawyers and the students of the law schools and law departments of the other institutes, as well as of the students of police and military academies.”
- Join the strategic objectives 2.1 and 2.2 revise them and read in the following wording as objective 2.2, “Organizational and Institutional development of AYLA.”
- Organization of activities aimed at the development of adjacent skills and abilities of the members of AYLA professional committees, clubs and the law student’s division, organization of trainings of English language, computer skills, on the peculiarities of provision of legal aid services to the socially vulnerable citizens, on quick response to the occurrences of violation of the human rights, on organization of Pro Bono activities by the lawyers, as well as organization of other necessary trainings and various cultural and sport events.
- Refurnishing of the AYLA offices with modern legal literature, computer technique, and computer software program of Armenian legislation, Internet connection and other necessary resources. Purchase own office spaces for AYLA regional branches in Gavar, Ijevan and Goris. Repair and maintenance of the office spaces of training and club rooms in the AYLA Central Office.
During the reporting period, aimed at realization of the Strategic Goal 2, the AYLA has provided necessary legal resources to about 15000 young lawyers and law students. In addition to the provision of the mentioned above resources AYLA offices organized professional trainings, scientific conferences, contests, seminars, discussions and other events as well. In particular the organization has carried out seven international moot court competitions; six republican conferences on different legal issues; several hundreds of professional seminars and trainings.
The organization has published the booklet “Jessup Competition in Armenia and Worldwide”, the newsletter “Law Student” and six collections of the reports of Professional Conferences.
During this period the AYLA has purchased own office space for Vanadzor office (Lori Branch), built an adjacent office space AYLA Central Office in Yerevan for training and club activities. Repaired and furnished the offices spaces of the AYLA Central and Yerevan Offices. Yet there is a need to repair and furnish the training and club spaces adjacent to the AYLA central Office, as well as to repair and furnish the AYLA Vanadzor, Gyumri and Kapan offices, purchase own office spaces for AYLA regional branches in Gavar, Ijevan and Goris. The transportation means of the organization need to be renewed, so there is a need to purchase new vehicles (cars). The AYLA offices need refurnishing with professional legal literatures, computer technique, computer software program of Armenian legislation, Internet connection and other necessary resources.
During the reporting period AYLA has carried out the following activities from the aspect of institutional development:
- External evaluation of the organization’s activities of 2004-2006
- Realization of the organization’s self-assessment on annual basis, using the internal human resources,
- Elaboration and realization of the organization’s annual development plan based on the self-assessment,
- Realization of the independent audit on the financial activities of the organization,
- Computerized accounting system
- Elaboration and launching of the organization’s bilingual website (www.ayla.am)
- Publication and dissemination of the organization’s Annual Reports
The mentioned above problems were not realized to full extent due to insufficient financial resources.
The AYLA realized SWOT analysis to reveal the organization’s opportunities, strengths, weaknesses as well as the possible threats. Below are the results of the SWAT analysis:

Referring to Strategic Goal 3: Assistance to the reform and development of the advocacy institute in Armenia the participants mentioned the following problems:
- Low level of understanding the role and importance of the Advocacy Institute by the public.
- High level of corruption risks in the judiciary and law protective bodies, and at the same time low level of transparency of their activities.
- Absence of the mechanisms for the Alternative Dispute Resolution.
- Insufficient lobbying and advocacy activities carried out by the AYLA aimed at realization of legal reforms.
The participants suggested the following solutions for the mentioned problems:
- Expand the strategic Goal 3, revise it and read it in the following wording, “Assistance to the judiciary and legislative reforms in the Republic of Armenia.”
- Rename the Strategic Objective 3.1 and read in the following wording, “Prompt assistance to the establishment and development of the Advocacy Institute.”
- Rename the Strategic Objective 3.2 and read in the following wording, “Prompt assistance to ensuring transparency of the activities of judiciary and law protective bodies.”
- Add new Strategic Objective 3.3 in the following wording, “Prompt assistance to establishment and development of the mechanisms for Alternative Dispute Resolution.”
- Add new Strategic Objective 3.4 in the following wording, “Prompt assistance to the legislative reforms.”
- To remove from Goal 1 and add in Goal 3, a new Strategic Objective 3.5, “Publication of professional periodical”

Referring to Strategic Goal 4: Assistance to the development of NGO sector in Armenia: the participants suggested not including this goal in the new Strategic Plan, because the problems and activities that are aimed at solving this goal have been merged in Goals 1 and 2 of the New Strategic Plan.

- Based on the study and analysis of the requests, questions and complaints of visitors AYLA will elaborate and apply new methods of providing services, which will assist in permanent improvement of the level of free legal services provided by the organization as well as expand its geography and include the remote rural communities that have limited access to legal aid.
- The individuals that have limited access to legal aid will have their own newspaper on human rights issues, which will provide them better opportunity to raise issues of their concern.
Goal 2. Development of professional skills and adjacent abilities of the new generation of young lawyers and the law students.

Armenia is a member of the European Council, juridical reforms are on the way in the country, and the civil society is in the establishment stage.
AYLA is one of the most recognized professional NGOs of Armenia; the population trusts in AYLA.
The competent state bodies assist in realization of AYLA’s activities
International donors as well as the partner organizations are interested to cooperate with AYLA.
- Monitoring and Evaluation
AYLA’s Executive Director, in cooperation with the AYLA monitoring and evaluation expert, the heads of different implemented projects, persons responsible for the realization of different strategic trends and the heads of regional offices, will carry out the overall monitoring of the realization of goals and objectives mentioned in this strategic plan based on the action plan, work plan as well as on the analysis of the implemented projects.
In order to reveal the strong and the weak aspects of AYLA’s Strategic Plan for the period of 2007-2010, the members of the organization will carry out the annual self-assessment of AYLA’s activities on all levels and review the 2007-2010 Strategic Plan, which will be published on the AYLA’s website.
