The Integrated Handbook on Countering Disinformation was developed to support civil society organizations, media institutions, state authorities, and the private sector in strengthening information security and public trust.
The Handbook presents a systemic approach to the prevention, detection, response, and recovery from disinformation, combining international best practices with Armenia’s national specificities.
The document includes:

an analysis of forms of disinformation and manipulation mechanisms;

fact-checking and media literacy toolkits;

methodologies for strategic communication and the development of counter-narratives;

models for information crisis management and rapid response;

an overview of Lithuania’s successful experience and applicable solutions for Armenia.
The Handbook aims to foster a unified and coordinated culture of countering disinformation, in which the state, civil society organizations, the media, and the private sector act as partners to protect the quality of public discourse and democratic resilience.
This Handbook was developed within the framework of the program “Armenia’s Disinformation Resilience Academy: Strengthening Strategic Defense Capacities through the Transfer of Lithuania’s Experience,” implemented by the Armenian Lawyers’ Association. The program is funded by the Embassy of the Republic of Lithuania in the Republic of Armenia within the framework of Lithuania’s Development Cooperation and Democracy Promotion Programme.
