Roadmap for Intersectoral Cooperation in Countering Disinformation

Disinformation in Armenia has become not only an informational challenge but also a serious national security threat. It affects the level of public trust, democratic governance processes, and the effectiveness of public policy.

Countering disinformation requires a joint and coordinated approach that brings together the efforts of:

  • state authorities,

  • civil society organizations,

  • the media, as well as the private and academic sectors,

with the aim of establishing a comprehensive system of prevention, response, and public resilience.

The purpose of the Roadmap for Intersectoral Cooperation in Countering Disinformation is to enhance the effectiveness of cooperation among state authorities, civil society organizations, the media, and the private sector, as well as to support the implementation of the Government of the Republic of Armenia’s “Concept on Countering Disinformation for 2024–2026.”

The program included comprehensive discussions with the participation of representatives of state authorities, civil society organizations, the media, and academia, as well as a review of international best practices in the fields of strategic communication and information security from Lithuania and EU countries, and an analysis of Armenia’s national context, taking into account the channels of disinformation dissemination, existing state and public instruments, and cooperation with the Diaspora.

The Roadmap aims to establish an integrated system with a centralized structure capable of rapidly responding to disinformation, introducing sustainable cooperation mechanisms among state authorities, civil society organizations, and the media, strengthening the resilience of society and state institutions, improving rapid response mechanisms, increasing public awareness and promoting media literacy, as well as introducing preventive and proactive mechanisms.

This Roadmap highlights three interrelated pillars—the development of institutional foundations, cooperation, and media literacy and education—which together ensure an effective and sustainable system for countering disinformation based on a “whole-of-society” approach.

This Roadmap was developed within the framework of the program “Armenia’s Disinformation Resilience Academy: Strengthening Strategic Defense Capacities through the Transfer of Lithuania’s Experience,” implemented by the Armenian Lawyers’ Association. The program is funded by the Embassy of the Republic of Lithuania in the Republic of Armenia within the framework of Lithuania’s Development Cooperation and Democracy Promotion Programme.
