Report on the Results of Public Monitoring the Actions to be implemented in 2024-2025 (1st Semester) stemming from the Action Plan arising from the Police Reforms Implementation Strategy of the RA for 2024-2026 has been published

The Armenian Lawyers Association NGO, within the framework of the “Public Monitoring and Awareness for Effective and Inclusive Police Reforms”, which is implemented on the basis of the sub-grant agreement under the “Justice Reforms Monitoring in Armenia” project implemented with the financial support of the European Union has carried out Public Monitoring the Actions to be implemented in 2024-2025 (1st Semester) stemming from the Action Plan arising from the Police Reforms Implementation Strategy of the RA for 2024-2026.

Online focus group discussions with key stakeholders, including implementers of the Action Plan, civil society organizations, and experts were organized as part of the monitoring process. Comprehensive information on the progress of the implementation of the strategy’s action plans was collected using qualitative and quantitative methods, which resulted in two-level assessments:  procedural (quantitative) and impact (qualitative).

The assessments made according to the methodology developed by the monitoring group are presented below:

The procedural (quantitative) assessment was carried out using the following two formulas:

  1. The percentage ratio method of the number of fully performed actions to the total number of the actions, as a result of which the procedural (quantitative) assessment  indicator for 2024-2025 (1st semester) was 34.62%, 
  2. The weighted average method of the variation series, as a result of which the procedural (quantitative) assessment indicator for 2024-2025 (1st semester) was 66.35%.

For the objective of assessing the impact (qualitative) level, 7 actions were assessed in accordance with the criteria developed by the methodology of which 5 were assessed as performed partially, and 2 were assessed as not performed.

A draft report was prepared as a result of the public monitoring. The draft was sent to all state bodies implementing and co-implementing the Strategy as well as other interested organizations to receive recommendations and observations on the draft. The final version of the Report was developed as a result of summarizing the recommendations and observations received.
