The official event dedicated to the 28th anniversary of the establishment of the Constitutional Court of the Republic of Armenia and the symbolic opening of the judicial year took place at the Constitutional Court. Mr. Karen Zadoyan, the President of the Armenian Lawyers’ Association attended the event at the invitation of the President of the Constitutional Court of the Republic of Armenia.
In his welcoming speech, the President of the Constitutional Court, greeted the gusts and summarized the activities of the High Court in 2023.
Mr. Arman Dilanyan noted that 2023, being a difficult and burdensome year, was marked for the Constitutional Court by the visible development of precedent legal positions expressed by the Constitutional Court regarding the criteria for the implementation of constitutional justice.
“Constitutional culture does not merely mean knowing the Constitution, it is also respecting the Constitution, protecting and preserving it, ensuring and propagating it, implementing its imperatives. This is a constant process accompanying a democratic state, about turning law into ideology, and ideology into provisions of law,” the President of the Constitutional Court said in his speech.
The foundations of constitutional justice in Armenia were laid on 5 July, 1995, with the adoption of the Constitution adopted as a result of a national referendum, which outlined such a judicial system, which also included the Constitutional Court. In compliance with the adopted Constitution, on 20 November, 1995, the RA National Assembly adopted the law “On the Constitutional Court”, which was signed by the President of the Republic of Armenia on 6 December, 1995, and completed the legal basis for the activity of the newly created constitutional bodies.
On 5 and 6 February, 1996, the members of the Constitutional Court were appointed, the solemn oath ceremony took place in the National Assembly, and the High Court officially began functioning on 6 February, 1996. Due to the mandate assigned to them by the Constitution, the constitutional courts in different parts of the world, including our republic, have a great role in the balancing of public-social relations and objectification of effective systems of containments and counterweights.
