As we have already informed through our publications, the “Armenian Lawyers’ Association” NGO carries out the Alternative Public Monitoring on the Implementation of the 2019-2023 Strategy for Judicial and Legal Reforms of the Republic of Armenia (hereinafter referred to as the Strategy) and the Action Plans Deriving Therefrom to be performed in 2019-2021.
In order to make the monitoring work participatory and effective to possible extent, 12 focus group discussions were conducted, among other tools, involving government bodies, specialized CSOs and sectoral experts, lawyers and other stakeholders that are competent for the implementation of the action plans for 2019-2022 deriving from the Strategy.
According to the initial schedule, it was planned to submit the first draft of the monitoring results to the consideration of the stakeholders by 15 April of this year. However, taking into account the request of the Ministry of Justice of the Republic of Armenia to submit if possible, a draft report in March, in order to consider it while developing a new Strategy, therefore, we publish the First Draft of the Alternative Public Monitoring Report on the Implementation of the RA Judicial and Legal Reform Strategy 2019-2023. At the same time, we would like to inform that taking into account the changes made to the schedule, the draft does not yet include the quality assessments of the implemented actions as legal analysis and some in-depth interviews are underway.
The first draft of the report was ready on 10 March, 2022, and was put into circulation on 15 March of the same year. It was also sent to the competent authorities to collect opinions, positions and proposals on the draft.
The final version of the Alternative Public Monitoring Report will be published in the third ten days of April 2022, and the presentation will be organized in the first ten days of May of the same year. Due to unforeseen circumstances, the terms may change.
