From now on, the Guide on Application of Energy Efficiency Requirements will operate during the Public Procurement Process

On 29 March, Ms Astghine Pasoyan, Head of the CSOs for Sustainable and Transparent Energy Development (EU4STED) project, funded in the framework of the EU-funded “Commitment to Constructive Dialogue” Project, and Mr. Karen Zadoyan, CCD Project Manager, President of the Armenian Lawyers’ Association met with Mr. Karen Brutyan First Deputy Minister of Finance and representatives of other departments. The meeting took place at the Ministry of Finance. Ms Astghine Pasoyan presented the draft guidelines on Application of Energy Efficiency Requirements that will operate during the Public Procurement Process in the scope of the “RA Law on Procurement”. The guidelines were developed by the experts of the “CSOs for Sustainable and Transparent Energy Development Coalition” in the scope of the project.

Some days after the workshop, the final version of the Guidelines, which was finalized as a result of the expert review of the CSOs for Sustainable and Transparent Energy Development Coalition and the representatives of the relevant department of the Ministry of Finance, was prepared. Further Mr. Karen Zadoyan sent the finalized version with relevant official letter to the RA Minister of Finance with the aim to improve public procurement policies based on best practices of energy efficiency.

Deputy Minister of Finance Karen Brutyan in his response on 20.12.19 No. 01.1 / 26-1 / 21153-2019 response to the letter of the President of the Armenian Lawyers’ Association, Karen Zadoyan informed.

  1. The Ministry of Finance submitted the Guidelines on the Application of Energy Efficiency Requirements for Goods, Works and Services Obtained under the RA Law on Procurement to the Public Administration Bodies.
  2. The guidelines and a summary based on opinions received by the Ministry of Finance have been submitted to the Prime Minister’s staff to ensure the Prime Minister’s instruction to the public administration bodies to apply the energy efficiency requirements in the process of public procurement for the needs of their bodies and the organizations adjacent to them.

So, we can state that the next CSO-Government successful cooperation within the framework of the “Commitment to Constructive Dialogue” project can be considered established as a result of which Guide on Application of Energy Efficiency Requirements in public procurement will henceforth be used and thus improving public policy of this sector.
