Syunik Regional Administration discussed the Medium Term Expenditure Framework for 2020-2022, including the Applications for Budget Financing for 2020

On 17 May, Syunik Regional Administration held a public discussion on the “Draft Medium Term Expenditure Framework for 2020-2022, including the Applications for Budget Financing for 2020, as well as the cost estimates based on the applications”.

Mr. Gor Tadevosyan the Adviser of Syunik Governor, Ms Susanna Davtyan, Head of the Financial and Socio-Economic Department of the Syunik Regional Administration, and CSO representatives from Syunik Marz participated in the discussion. Mr. Vache Baghdasaryan, Lawyer of Kapan Office of the ALA, Responsible for incubators participated in the discussion as well in the scope of the EU funded “Commitment to Constructive Dialogue” project.

Ms Susanna Davtyan, Head of the Syunik Regional Administration’s Financial and Socio-Economic Department, presented to the participants of the discussion information related to the timetable elaborated according to the instruction of the Prime Minister (pursuant to Clause 21 of the Appendix to the RA Prime Minister’s Decree N-289-A of 22 March, 2019 “On the beginning of the budget process in the Republic of Armenia for 2020” which provides for conducting discussions on the bids with the Prime Minister of Armenia) on Medium-Term Expenditure Framework (MTEF) for each body, including the draft bids for the 2020 State Budget. It is a common process that starts in January of the current year and ends in November-December by adopting the RA Law on State Budget by the National Assembly.

In the framework of the discussion, the participants were presented the draft MTEF, which was drafted under the “Provincial State Governance of Syunik Region” program, including the Draft Medium Term Expenditure Framework for 2020-2022, including the Applications for Budget Financing for 2020 and the cost estimates based on the applications

The draft provides for the full and effective implementation of the regional governance powers by the governor’s office, the implementation of state governance in the region, the implementation of the territorial policy of the RA Government, and the territorial service activities of the republican executive bodies. Forecasting the necessary costs for existing projects.

The volumes of separate types of budget expenditures: heating, fuel and electricity were calculated based on the standards approved by the Governemnt decision N 629-N of 28 April, 2005, according to which the tariff of 1 kWh is  44,98 AMD, and gas price per 1 cubic meter is 139 AMD.

Representatives of the Syunik Marz NGO participating in the discussion directed questions on the issues of their concern to the Adviser to the governor of Syunik region Gor Tadevosyan and Head of the Financial and Social-Economic Department of the Syunik Regional Administration Susanna Davtyan.
