“The Independent anti-corruption committee should deal with preventive and educational functions.” ALA President Karen Zadoyan, Coordinator of the Secretariat of CSOs’ Anti-Corruption Coalition of Armenia said on June 9, at a discussion on anti-corruption packages adopted by the National Assembly which took place within the framework of the “Armenian Friday” program.
He reminded that the fight against corruption is based on the prevention and inevitability of punishment. “Now they are trying to solve these two problems, but the inevitability of punishment, which should have a professional body that conducts investigations, is not realized. We have no such body,” he said, adding that corruption crimes are not defined in the Criminal Code of the RA, but are only in the order of the Prosecutor General.
ALA President stressed the need to rely on the people who will be elected members of the Committee; this, according to Mr. Zadoyan, is the key issue, which is the reason of efficiency of the Committee.
Referring to the Whistleblowers’ Institute the speaker said that some countries have provided encouragement for whistleblowers, and that is a positive precedent.
