Mr. Karen Zadoyan, President of Armenian Lawyers’ Association, Coordinator of the CSOs’ Anti-Corruption Coalition Secretariat met with the representatives of “Yelk” faction Nikol Pashinyan, Artak Zeynalyan, Gevorg Gorgisyan and Mane Tandilyan.
The parties discussed the Law on Prevention of Corruption and Corruption Prevention Body and adjacent legal acts.
The National Assembly is going to hold an extraordinary meeting on June 7, to discuss the mentioned draft and other legal acts, including the new law on the whistleblowers’’ system.
Karen Zadoyan attached importance to the ant-corruption reforms in the country, including creation of the anti-corruption body, introduced to the attention of the representatives of “Yelk” faction the views and concerns of CSOs’ Anti-Corruption Coalition of Armenia referring to the anti-corruption body. After that the parties began active discussion of the legal acts.
Mr. Zadoyan informed that the above mentioned legal acts were originally formed on the offer of the Anti-Corruption Coalition of Armenia. According to him, as a result of the joint work of the civil society organizations and the government in the Anti-Corruption Council lead by the Prime Minister of the RA two models of the independent anti-corruption body were presented: Universal and preventive. However later, the working group formed by the RA President approved the preventive model.
ALA resident said that the universal model has three functions: preventive, educational and investigative, whereas the preventive model implements only educational and preventive functions.
During the discussion, the parties agreed to continue joint work.
Notably, the “Yelk” Alliance of Parties initially supported the universal model, “The Commission on Ethics of High-Ranking Officials of Armenia” will be dissolved and a universal, independent ant-corruption body will be established,” such provision was included in the election program of the Alliance.
