In cooperation with the <strong data-start=\"949\" data-end=\"1040\">CSO Network for the Protection of the Rights of Forcibly Displaced Persons from Artsakh<\/strong>, established within the framework of the program, practical recommendations have also been developed to address these challenges.<\/p>\n<p style=\"text-align: justify\" data-start=\"1172\" data-end=\"1216\">The paper addresses the following key areas:<\/p>\n<ul style=\"text-align: justify\" data-start=\"1218\" data-end=\"1790\">\n<li data-start=\"1218\" data-end=\"1380\">\n<p data-start=\"1220\" data-end=\"1380\"><strong data-start=\"1220\" data-end=\"1236\">Legal status<\/strong> \u2013 the need to clarify the legal status of forcibly displaced persons from Artsakh and to define the rights and guarantees deriving therefrom;<\/p>\n<\/li>\n<li data-start=\"1381\" data-end=\"1545\">\n<p data-start=\"1383\" data-end=\"1545\"><strong data-start=\"1383\" data-end=\"1405\">Social integration<\/strong> \u2013 challenges related to the social integration of Armenians from Artsakh into Armenian society and practical mechanisms to overcome them;<\/p>\n<\/li>\n<li data-start=\"1546\" data-end=\"1651\">\n<p data-start=\"1548\" data-end=\"1651\"><strong data-start=\"1548\" data-end=\"1559\">Housing<\/strong> \u2013 housing-related challenges and long-term solutions for ensuring adequate accommodation;<\/p>\n<\/li>\n<li data-start=\"1652\" data-end=\"1790\">\n<p data-start=\"1654\" data-end=\"1790\"><strong data-start=\"1654\" data-end=\"1671\">Documentation<\/strong> \u2013 specific issues related to personal documentation, restoration of property rights, and other administrative matters.<\/p>\n<\/li>\n<\/ul>\n<h3 style=\"text-align: justify\" data-start=\"1792\" data-end=\"1825\"><strong data-start=\"1796\" data-end=\"1825\">Key features of the paper<\/strong><\/h3>\n<ul style=\"text-align: justify\" data-start=\"1827\" data-end=\"2280\">\n<li data-start=\"1827\" data-end=\"1978\">\n<p data-start=\"1829\" data-end=\"1978\"><strong data-start=\"1829\" data-end=\"1856\">Evidence-based approach<\/strong> \u2013 the analysis is based on data collected through direct work with beneficiaries and the provision of legal counseling;<\/p>\n<\/li>\n<li data-start=\"1979\" data-end=\"2137\">\n<p data-start=\"1981\" data-end=\"2137\"><strong data-start=\"1981\" data-end=\"2005\">Systemic perspective<\/strong> \u2013 rather than fragmented interventions, the paper proposes comprehensive and coordinated approaches to addressing the challenges;<\/p>\n<\/li>\n<li data-start=\"2138\" data-end=\"2280\">\n<p data-start=\"2140\" data-end=\"2280\"><strong data-start=\"2140\" data-end=\"2168\">Feasible recommendations<\/strong> \u2013 practical and realistic recommendations are presented, taking into account existing resources and capacities.<\/p>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify\" data-start=\"2282\" data-end=\"2606\">This paper is of significant importance for improving policies aimed at protecting the rights of forcibly displaced persons from Artsakh. It serves as a valuable tool for policymakers, human rights organizations, and international partners seeking to address the challenges faced by displaced persons in a systematic manner.<\/p>\n<p style=\"text-align: justify\" data-start=\"2608\" data-end=\"2924\">The paper was developed by the <strong data-start=\"2639\" data-end=\"2678\">Armenian Lawyers\u2019 Association (ALA)<\/strong> within the framework of the program <strong data-start=\"2715\" data-end=\"2831\">\u201cStrengthening Mechanisms for the Protection of the Rights of Forcibly Displaced Persons from Nagorno-Karabakh,\u201d<\/strong> with the financial support of the <strong data-start=\"2866\" data-end=\"2889\">European Union (EU)<\/strong>.
