{"id":5826,"date":"2020-03-04T11:07:18","date_gmt":"2020-03-04T07:07:18","guid":{"rendered":"https:\/\/armla.am\/en\/?p=5826"},"modified":"2020-04-28T10:41:20","modified_gmt":"2020-04-28T06:41:20","slug":"the-constructive-dialogue-network-of-armenias-csos-has-made-recommendations-for-procurement-reform","status":"publish","type":"post","link":"https:\/\/armla.am\/en\/5826.html","title":{"rendered":"The Constructive Dialogue Network of Armenia&#8217;s CSOs has made Recommendations for Procurement Reforms"},"content":{"rendered":"<p style=\"text-align: justify\"><strong>The Constructive Dialogue Network of Armenian CSOs<\/strong> was established last year within the framework of the EU funded \u201cCommitment to Constructive Dialogue\u201d Project, which was implemented in the period of 2017-2019. <strong>The Network brought together and united the efforts of the sectoral coalitions.\u00a0<\/strong>Thus, within the framework of the Network<strong>, the Armenian Lawyers\u2019 Association the CSOs Anti-Corruption Coalition of Armenia, and the Armenian Business Association, collected and compiled a\u00a0<a href=\"https:\/\/armla.am\/wp-content\/uploads\/2020\/03\/%D4%B3%D5%B6%D5%B8%D6%82%D5%B4%D5%B6%D5%A5%D6%80%D5%AB-%D5%B8%D5%AC%D5%B8%D6%80%D5%BF%D5%B8%D6%82%D5%B4-%D5%A1%D5%BC%D5%A1%D5%BB%D5%A1%D6%80%D5%AF%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6%D5%B6%D5%A5%D6%80_%D5%96%D5%86-%D5%AB%D5%B6-%D5%B8%D6%82%D5%B2%D5%B2%D5%BE%D5%A1%D5%AE_28.02.pdf\">package<\/a>\u00a0of proposals, which was sent to the RA Minister of Finance Atom Janjughazyan.<\/strong><\/p>\n<p style=\"text-align: justify\">The proposals, in particular, are aimed at solving the legislative problems in the RA Law on Procurement, other legal acts regulating the procurement sphere.\u00a0<em>The proposed solutions addressed systemic issues<\/em>\u00a0such as the transition to e-procurement processes, the elimination of unfavorable and discriminatory conditions for SMEs, the introduction of a participant rating system in the procurement system, frequent legislative changes in procurement and other related reforms.\u00a0<strong>\u00a0<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Constructive Dialogue Network of Armenian CSOs was established last year within the framework of the EU funded \u201cCommitment to Constructive Dialogue\u201d Project, which was implemented in the period of 2017-2019.
