{"id":5081,"date":"2019-10-24T18:36:05","date_gmt":"2019-10-24T14:36:05","guid":{"rendered":"https:\/\/armla.am\/en\/?p=5081"},"modified":"2019-10-31T17:04:44","modified_gmt":"2019-10-31T13:04:44","slug":"anti-corruption-school-for-young-leaders-discussed-corruption-risks-in-the-procurement-field","status":"publish","type":"post","link":"https:\/\/armla.am\/en\/5081.html","title":{"rendered":"Anti-Corruption School for Young Leaders discussed Corruption Risks in the Procurement Field"},"content":{"rendered":"<p style=\"text-align: justify\">During the regular lesson at the participants of the Anti-Corruption School for Young Leaders, discussed corruption risks in the procurement field.<br \/>\nMariam Zadoyan, an expert at CSO Anti-Corruption Coalition of Armenian, presented the information on who can be the public procurement contractor, what procedures they are implemented, and what corruption risks exist in the field.<\/p>\n<p style=\"text-align: justify\">The expert noted that the main risks in the field are:<\/p>\n<ul style=\"text-align: justify\">\n<li>Definitions in the technical specifications for a specific business;<\/li>\n<li>Shortcomings in the Unified Procurement Catalog &#8211; artificially divide into several lots and one-person purchase formulating;<\/li>\n<li>Only formal existence of the responsible unit and the evaluation committee;<\/li>\n<li>Low level of awareness of business entities.<\/li>\n<\/ul>\n<p style=\"text-align: justify\">Mariam Zadoyan also introduced the BizProtect platform, which aims to:<\/p>\n<ul style=\"text-align: justify\">\n<li>Strengthen public-private dialogue and the impact of SMEs on policies in this field;<\/li>\n<li>Enhance membership based business organizations by recruiting new members and providing new quality services to members;<\/li>\n<li>Develop an innovative web tool for analyzing key legal acts that hinder to collation of information and development of business.<\/li>\n<\/ul>\n<p style=\"text-align: justify\">Small and medium business organizations can submit their questions to the BizProtect anonymously reporting alleged violations of procurement procedures, which in turn raises the issue with the Authorized Body.<\/p>\n<p style=\"text-align: justify\">The school students passed a test to assess their knowledge.<\/p>\n<p style=\"text-align: justify\"><em>\u201cThe Armenian Lawyers\u2019 Association\u201d NGO is organizing the Anti-Corruption School for Young Leaders in cooperation with the Armenian CSO Anti-Corruption Coalition.<\/em><\/p>\n<p style=\"text-align: justify\"><em><a href=\"https:\/\/iravaban.net\/en\/66162.html\">Iravaban.net<\/a>\u00a0independent information website is the information partner of the Anti-Corruption School for Young Leaders.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>During the regular lesson at the participants of the Anti-Corruption School for Young Leaders, discussed corruption risks in the procurement field.
